
Abstract
The 2025 Virginia General Assembly introduced over 3,000 bills and passed nearly 1,900, including several impacting dentistry, healthcare access, and insurance practices. Key dental-related legislation addressed licensure for foreign graduates, expanded care for pregnant women, and provider fee transparency, with most awaiting gubernatorial action. Defensive efforts successfully blocked a malpractice cap increase for oral surgeons. Additional bills focused on telemedicine, prior authorization reforms, and medical debt protections.
